WDQC Joins WIOA Reporting Project
WDQC recently joined an effort to create electronic tools that facilitate reporting by eligible training providers under the Workforce Innovation and Opportunity Act (WIOA). Better reporting will help students, workers, and policymakers identify which occupational training programs are leading to good jobs.
The University of Chicago’s Center for Data Science and Public Policy is leading the initiative, in cooperation with officials from the U.S. Department of Labor. WDQC will help coordinate a working group of local and state workforce experts that is providing advice and reviews of the tools.
The project is creating a Training Provider Outcomes Toolkit (TPOT), which is a set of software modules to assist training providers in reporting data on students and outcomes to state and federal agencies.
The electronic tools are being designed to address challenges in training provider capacity to report information required under WIOA, which passed in 2014. Some training providers keep records in formats not easily reported to state agencies, have trouble checking the validity of the data, or can’t put the data into reports that are useful for program management.
The TPOT modules will be compatible with all existing databases and reporting systems, and users can select specific modules without installing the entire toolkit. The electronic tools will be open source, so they will be free for use by training providers and state agencies.
Over the next few months, the working group will test modules as they become available, and guide developers as they build new tools. In addition to providing logistical support, WDQC will take the lead on addressing challenges surfaced by working group members that require policy solutions in addition to new technology.
