Harkin Releases Revised HEA Draft

A revised draft bill released this week by Sen. Tom Harkin (D-Iowa), the retiring chairman of the Senate Health, Education, Labor and Pensions Committee, would create a federal repository for individual-level postsecondary student data and require colleges to report on their graduates' earnings.

Sen. Harkin first released a draft bill to reauthorize the Higher Education Act in June. That version did not create a federal student unit record system, but it included requirements for a College Scorecard.
