WDQC Policy Recommendations to the U.S. Departments of Education and Labor
Workforce Data Quality Campaign (WDQC) offered recommendations to the U.S. Departments of Education and Labor on two policy areas: Workforce Innovation and Opportunity Act (WIOA) data collection and dissemination, and an updated College Scorecard.
To compile comments on proposed WIOA reporting templates, WDQC consulted with both national partners and state experts. Our submission included concerns about definitions of program participants, calculation of credential attainment rates, and tracking of co-enrollment in multiple WIOA programs. The inclusion of reliable data is essential for determining how well education and workforce programs are preparing people to succeed in the 21st century labor market.
In addition, WDQC signed on to a letter authored by the Postsecondary Data Collaborative. The letter applauds the release of College Scorecards that include post-completion earnings information for the nation's colleges and universities. The letter also suggests future improvements for the College Scorecard, such as showing program-level data, outcome measures that include all students (not just those getting federal aid), and ensuring that all community colleges are represented in the consumer tool.
